Invited by the "2011 Plan" China Collaborative Innovation Center of Judicial Civilization, the "111 Plan" Base for Evidence Science Innovation and Talent Recruitment and the Institute of Evidence Law and Forensic Science, the Vice- President of ICTY and for the Mechanism for International Criminal Tribunals, Judge Daqun Liu gave lectures on International Criminal Trial for our students from December 1st to 9th, 2017 in China University of Political Science and Law.
This course consists of nine lectures totally, containing the principles of International Criminal Law, the settings of International Criminal Courts, international crimes (genocide, war crimes, crime against humanity, crime of aggression), personal liability and the mode of the liability, the rules of evidence and procedures in international criminal tribunals, fair trial and many other aspects of international criminal law. Judge Liu explained the rules of evidence and procedures in international tribunals in hearing the cases and analyzed International Criminal Law in depth, combining with his own experience in international criminal tribunals and many cases, which was very realistic and instructive.
Judge Daqun Liu’s lectures were rich in content, expressed rigor and meticulous, interacted with students from time to time, the atmosphere of the classroom was strong, Judge Liu’s courses were very popular among our students. The number of students in this year's class exceeded 100, and dozens of students from Shanghai, Wuhan, Guangzhou also came to CUPL to attend this course, and their enthusiasm for learning was high. After conducting the systematic study, many of our students said they have achieved great success and also saw their own shortcomings. In the future, they would further strengthen their study of international criminal trials.
Judge Daqun Liu is a judge in the Mechanism for International Criminal Tribunals. From the year 2015 to the end of November 2017, he was served as the Vice-President of the ICTY. Earlier, Judge Liu was the Presiding Judge of Trial Chamber and presided over many famous cases. He is also a member of the Permanent Court of Arbitration and the Institute de Droit International. Prior to being elected to the Tribunal, Judge Liu was appointed as Ambassador of the People’s Republic of China to Jamaica and as Permanent Representative of the People’s Republic of China to the International Seabed Authority. Judge Liu has enjoyed a distinguished academic and practical career. Since 2013, Judge Liu has been hired as the Professor for the "2011 Plan" Collaborative Innovation Center of Judicial Civilization.
