The China Collaborative Innovation Center of Judicial Civilization (“CICJC”), initiated by China University of Political Science and Law (“CUPL”), together with Jilin University and Wuhan University as key participants, is a “2011 Plan” entity of cooperative innovation with thirty-seven (37) domestic cooperating organizations (including but not limited to public security bureaus, procuratorial organs and the people’s courts) and sixteen (16) overseas co-operating organizations. The Supreme People’s Court of China, the Supreme People’s Proc-uratorate of China, China Law Society, China Lawyers Association, Physical Evidence Iden-tification Center at the Ministry of Public Security of China, Beijing National Accounting Institute, and Chinese Academy for Environmental Planning are among the domestic cooper-ating organizations of CICJC. Forensic Science Research Institute of Korea, Sungkyunkwan University (Korea), Newcastle University (U.K.), University of Nottingham (U.K.), Univer-sity of Adelaide (Australia), University of Sydney (Australia), Northwestern University (U.S.), New York University (U.S.), Duquesne University (U.S.), Maryland Bureau of Fo-rensic Science & Intelligence (U.S.), Erasmus University Rotterdam (Netherlands), Lausanne Uiversity (Switzerland), Max Planck Institute for Foreign and International Criminal Law (Germany), University of Pavia (Italy) and the International Association of Evidence Science are among the overseas cooperating organizations of CICJC. 

Currently, CICJC has a total of one hundred and fifty-five (155) staff members, includ-ing one hundred and thirty-six (136) research fellows, six (6) laboratory technicians, and thirteen (13) administrative managers. Among the one hundred and thirty six (136) research fellows, one hundred and eleven (111) full-time researchers come from the three key cooper-ative universities (CUPL, Jilin University and Wuhan University), together with fourteen (14) part-time researchers from other domestic cooperating organizations, and eleven (11) foreign experts. Within the one hundred and eleven (111) full-time researchers, sixty-nine (69) come from CUPL, thirty-eight (38) from Jilin University and twenty-three (23) from Wuhan Uni-versity. 

The founding goal of CICJC shall be summarized as: One Theme, Two Goals, Three Plans in One (Trinity), Five Agendas, and Seven Tasks, specifically, to set institutional reform over scientific research system as the theme (One Theme), to have serving major national demands of establishing nation-wide judicial civilization and edging into the list of advanced judicial civilization in the world as the goals (Two Goals), to systematically enhance innova-tive capabilities of scientific researches, curriculum settings, and talent cultivation in the sub-ject of judicial civilization (Trinity), to accomplish Five Agendas and Seven Tasks detailed as follows.  

The Five Agendas of CICJC are (1) to explore jurisprudence in a scientific way; (2) to structure an advanced judicial system; (3) to promote fair judicial operations; (4) to prepare brilliant judicial elites; and (5) to cultivate a judicial culture of rational-thinking. 

The Seven Tasks of CICJC, stipulated in Article 4 of the Center of Cooperative Innova-tion for Judicial Civilization Bylaw, are: (1) to carry out talent cultivation work, including joint development of judicial civilization related courses for undergraduates and graduates, faculty exchanges, and student curriculum mutual selections; (2) to develop judicial related disciplines and interdisciplines; (3) to conduct cooperative researches and joint study on judi-cial civilization related issues; (4) to arrange international acedamic communications and co-operations on judicial civilization studies; (5) to organize nation-wide acedamic seminars on the subject of judicial civilization on a regular basis; (6) to provide legal advice, staff training and achievement transformation for the judicial system; (7) to establish judicial discourse scheme with Chinese characteristics, to promote China’s global judicial discourse power and to magnify China’s impact in world-wide judicial civilization; and (8) other cooperative in-novation works.  

CICJC has already set up seven (7) innovation teams in light of the Five Agendas above-mentioned, which are: (1) judicial civilization theory research and innovation team; (2) judicial civilization with China characterized socialism research and innovation team; (3) foundamental judicial system with China characterized socialism research and innovation team; (4) litigation procedure research and innovation team; (5) evidence science research and application innovation team; (6) environmental justice theory and practice innovation team; and (7) judicial operation process with Chinese characteristics empirical research and reform innovation team.

CICJC adopts an organzing/managing mode of “director in charge”, led by its Adminis-trative Committee and Academic Committee. Administraive Committee is the deci-sion-making body in CICJC for major developing matters while Academic Committee is the top-level decision-making center in CICJC for academic issues. Each cooperative university shall select and appoint one (1) director, responsible for CICJC work regarding his/her own cooperative university. Current CICJC directors are Professor Baosheng ZHANG from CUPL, Professor Xianwen ZHANG from Jilin University, and Professor Shuyi WANG from Wuhan University. CICJC director joint conference shall be held every three (3) months. CICJC has a “director on duty” mechanism. Each CICJC director shall take such role one af-ter another with a term of one (1) year, responsible for daily CICJC work on a yearly basis, hosting joint conferences, and representing CICJC to reach external contacts. Such rotation order shall be: CUPL first, then Jilin University and Wuhan University at last. 

CICJC has launched offices in the three cooperative universities in Beijing, Changchun and Wuhan. Each office has a full capacity to undertake CICJC work and provide service to scholars at other cooperative universities. Under the guidance of the director on duty, a joint secretariat, formed by all three CICJC directors from the three cooperative universities, is re-sponsible for daily communication, website maintain/administration, and other specified ac-ademic matters.  

National Key Disciplines intergrated in CICJC include: one (1) National First-Class Key Discipline for Major in Law at CUPL; fifteen (15) National Second-Class Key Disciplines, eleven of which are located at CUPL – jurisprudence, criminal law, civil and commercial law, procedural law, economic law, environmental and resource protection law, international law, military law, human rights law, evidence law and comparative law, three (3) at Jilin University – jurisprudence, criminal law, and political science theory, and one (1) at Wuhan University – environmental law. 

Three (3) First-Class Discipline (major in law) Doctoral Tutoring Authorization Places intergrated in CICJC are respectively at CUPL, Jilin University and Wuhan University. 
 
Three (3) Post-Doctoral Research Stations (major in law) intergrated in CICJC are re-spectively at CUPL, Jilin University and Wuhan University.

Three (3) Ministry of Education Key Research Bases (humanities and social science) intergrated in CICJC are: the Procedural Law Research Institution at CUPL, the Center for Jurisprudence Research of Jilin University, and Research Institute of Environmental Law at Wuhan University. One (1) Ministry of Education Key Laboratory intergrated in CICJC is the Key Laboratory for Evidence Science at CUPL. CICJC also has one (1) “Yangtze River Scholar and Innovation Team Cultivation Plan” innovation team in area of evidence science research and applications, one (1) national forensic institute, one (1) forensic science institute for technical appraisal/identification, one (1) Ministry of Education national teaching team, and one (1) jurisprudence teaching team.  

CICJC has an integrated resource of 8,398 square meter office space, 802 sets of equip-ment (with a total value of RMB 16,938,600), 94,192 books/materials (including 8,933 books in foreign languages), and 230 periodicals (including 73 periodicals in foreign languages). 

CICJC will tirelessly absorb all intellectual achievements of the existing judicial civili-zations in the world, fuction as a “powerhouse of brain” while provide policy consultation, legislation service and decision-making support to establish an advanced judicial system, to promote fair judicial operations and judicial reform in China. As planned, we will launch a nation-wide chain of judicial civilization construction bases all over the country, to foster a judicial culture of rational-thinking and a judicial culture of citizenship, as well as to make our own tributes in protecting human rights/improving judicial civilization, legal culture, and po-litical democracy in China.
