“ The plan of innovation and bringing wisdom for the disciplines of colleges and universities (Project 111 for short)” which is organized by the Ministry of Education and State Bureau of Foreign Experts Affairs has evaluated and passed “the innovation and wisdom-bringing base of Evidence Science” which is declared by the Institute of Evidence Law and Forensic Science, China University of Political Science and Law as the construction project of 2014. This project is officially set up on Jan. 1 2014 and will last for five years, having supporting expenditure of 1,800,000 Yuan every year. Project 111’s innovation and wisdom-bringing base of Evidence Science relies on Evidence Science key laboratory of Ministry of Education and “Project 2011”, Center of Cooperative Innovation for Judicial Civilization, having relevant discipline academic accumulation and rich research achievements, which is taking the lead all over the country. At present, the base has 35 researchers, including 10 oversea workers who are all famous professors and senior researchers, 26 domestic workers (10 with senior professional titles, 1 postdoctoral fellow, 15 doctoral candidates). Now, our base has employed two academic masters from abroad; one is Professor Christophe Champod, the vice-president of Institute of Crime Science, Université de Lausanne and the principal of Institute of Forensic Science, who is the top expert on international forensic science and mainly works on the individual identifications, such as fingerprint, footprint, DNA and biometric identification system; the other one is Professor Ronald J. Allen, the professor of Northwestern University in U.S.A. the Yangtze River Scholar of China University of Political Science and Law, the President of International Association of Evidence Science and internationally recognized expert on Evidence Law. The domestic academic leader is Professor Zhang Baosheng, the co-director of Project 2011, CCIJC, the vice-president of China University of Political Science and Law, the director of key laboratory of Evidence Science and the vice-president of International Association of Evidence Science.

While the oversea academic masters and backbones are working in the innovation and wisdom-bringing base of Evidence Science, they will work with the domestic researchers on 8 collaborative research projects in professional areas, including building the top international teachers of Evidence Science together, constructing several oversea research centers of Chinese Evidence Science together, developing and constructing the world-leading Y Haplotype Database together, combined training of doctoral candidates, teaching relevant Evidence Science courses in international summer school in China and providing China with intellectual supports in relevant legislative work of Evidence Science. The research results include the independent or cooperative findings, patents, key technologies, productions, methods, innovations, published papers, works and research reports and so on; all the intellectual properties belong to Project 111, the innovation and wisdom-bringing base of Evidence Science.

“ The plan of innovation and bringing wisdom for the disciplines of colleges and universities (Project 111)” aims at advancing the process of promoting our colleges and universities to build world-class universities, which is implemented together by the Ministry of Education and State Bureau of Foreign Experts Affairs in 2006. Aiming at international development frontier of disciplines, based on national key disciplines, introducing and gathering more than 1000 talents from advantageous discipline teams in world’s top 100 universities and institutions, the project has developed a high-level research team and built about 100 world-class discipline innovation and wisdom-bringing bases. It’s reported that there are 44 bases in all this year and “the innovation and wisdom-bringing base of Evidence Science” of China University of Political Science and Law is the only law discipline base that is approved over the years. At present, among all the Humanities and Social Science Universities all over the country, only Renmin University of China and China University of Political Science and Law have been chosen by the Project 111.
