—“第三届司法文明指数研讨会”综述

【摘 要】中国司法文明指数是测量全国司法实践的一种法治评估工具。第三届司法文明指数研讨会在总结2014年和2015年评估经验的基础上，就司法文明指数的指标体系设计的科学性、主客观指标的协调安排、评估对象的确定、调查问卷的设计、数据采集的科学方法和统计分析等一系列问题展开了热烈的讨论，指出了一级指标的选定、一级指标与二级指标之间逻辑性主观指标和客观指标的数量比例、是否设计专家卷等问题，针对评估方案中调查问卷的完善、数据采集的科学性和数据统计分析等提出了具体的建议，为司法文明指数的进一步完善提供了宝贵的意见。

【Abstract】China Justice Index is a kind of legal evaluation tool for measuringthe judicial practice in all provinces and municipalitiesof China. Based on assessment of the experimental evaluations on pilot provinces in 2014 and 2015, on the Third Symposium of China Justice Index,the participating experts expanded discussions over, including but not limited to, scientificityof the design of the Judicial Index system, the coordination arrangement of subjective and objective indexes, determination of evaluation objects, design of the questionnaire,scientific methods and statistical analysis of data collection.In the Symposium, experts pointed out problems onthe selection of the first-degreeindexes, the logic between the first-degreeindexes and the second-degreeindexes and other issues. There are different point of views in the proportion of the numbers of subjective and objective indexes and whether or not to design questionnaires for professionals. The experts provided valuable suggestions on improving the questionnaires, data collection and statistic methods, which will promote the further improvement of China Justice Index.
