【摘 要】将侦查讯问笔录与同步录音录像对比结果显示，讯问笔录制作存在记录不实的问题，主要表现在对讯问程序记录不实、对讯问方式记录不实、对嫌疑人供述与辩解记录不实，孪生笔录的问题也比较普遍，主要存在于事实经过和嫌疑人的个人简历、情况等部分。基于当下笔录存在如此种种问题，我们需要重新审视讯问笔录的功能，包括作为证据的功能、作为总结办案经验检查办案质量的依据的功能、作为研究讯问语言材料的功能。规范笔录制作需要从理念上提升人们对笔录制作的认识；完善笔录制作的相关规定与机制；积极探索先进的笔录制作方法。

【Abstract】The comparison between the written transcription of custodial interrogation and the synchronous audio-video recording shows that written transcription practice has problem with veracity. These problems are mainly reflected in false recording of interrogation procedures, false recording of interrogation methods, and false recording of the suspect's confession and defense. The twin transcriptions are also relatively common in recording the suspect’s statement of facts and the suspect's curriculum vitae, personal circumstances and so on.Facing the existing problems in the written transcription, efforts should be made to re-examine the function of written transcription, including serving as evidence, as the basis for summarizing case handling experience and the basis for reviewing the case handling quality, and as research materials in the study of interrogation language.To standardize the written transcription making, the understanding of written transcription making needs to be improved; Relevant provisions and mechanisms of written transcription making need to be improved; Active exploration of advanced written transcription making methods needs to be encouraged.
