【摘 要】从20世纪 70 年代末80年代初开始，人民检察院基于刑事办案需要，逐渐恢复与重建了检察技术工作。纵观1979年《中华人民共和国刑事诉讼法》颁布至今的40余年发展历程，检察机关检察技术工作的制度功能经历了系列变迁：一是从现场勘验检察与司法鉴定的二元功能，逐一拓展到多元功能的并存局面；二是勘验检查与司法鉴定功能逐步弱化；三是检察技术工作逐渐覆盖了检察机关刑事办案的重要领域。尽管如此，当前检察技术工作的功能，依然面临检察技术资源瓶颈与制度供给不足的双重困境。因此，为了发挥检察技术工作的制度功能，实现检察技术人员的功能转型，保障检察机关的办案质量，检察系统应当合理定位检察技术工作、有效配置检察技术资源并完善检察技术工作的相关制度。

【Abstract】From the late 1970s to the early 1980s, the People's Procuratorate gradually restored and rebuilt the procuratorial technical work based on the needs of criminal case handling. Throughout more than 40 years of development since the promulgation of the Criminal Procedure Law of the People's Republic of China in 1979,the institutional functions of technical work of procuratorial organs have undergone a series of changes: first,the dual functions of on-site inspection and judicial identification, increased, one by one, to the coexistence of multiple functions; second, the functions of inspection and judicial identification gradually weakened; third, the procuratorial technical work increasingly covered the important field of criminal case handling of procuratorial organs. However, the function of the current procuratorial technical work still faces double dilemmas of bottleneck of procuratorial technical resources and the shortage of system supply. Therefore, in order to give afull play to the systematic function of procuratorial technical work, to realize the functional transformation of procuratorial technical personnel, and to ensure the quality of handling cases, the procuratorial system should reasonably locate the technical work, effectively allocate the technical resources and improve the relevant system of procuratorial technical work.
