【摘 要】在总结 2014 年试点评估经验的基础上，“中国司法文明指数 2015”对指标体系、问卷设计、调查方法等方面做了重要升级。在保留 10 个一级指标的同时，对其内容和排序做了微调 ；将原来50个二级指标缩减为 36 个 ；将原来 5 套问卷减至 2 套 ；将原来 97 个问卷题目重新设计为74个 ；将原来在全国 9 省市的问卷调查范围，扩大到 20 个省、自治区和直辖市。本指数继续坚持民众对司法工作满意度评估为导向，通过独立收集的最新调查数据，力求真实反映全国各地司法文明建设的全景或全貌、强项和弱项，为各地加强司法文明建设提供一面可供借鉴的“镜子”。

【Abstract】Based on the summary of the assessment of the experimental evaluations on pilot provinces in 2014, “China Justice Index 2015” has made significant improvements on aspects of, including but not limited to,the index system, questionnaire design and survey methods. While retaining the ten original first-grade indexes,it has made some adjustments on the content and sequencing; it has reduced the fifty second-grade indexes to thirtysix and condensed the five sets of questionnaires to two sets. Besides, it has redesigned the ninety-seven questions in the questionnaires to seventy-four ones and expanded the scope of survey from nine provinces to twenty provinces, including the autonomous regions and municipalities directly under the China Central Government.This Index evaluation continues to adhere to the principle of evaluating the people’s satisfaction level on the judiciary work as the main line, and reflects a full view of the national judicial civilization development as well as their strengths and weaknesses through the latest survey data collected independently. It functions as a “mirror” through which all-relevant regions and departments may do a better self-reflection in their development of judicial civilization.
